About Mimamsa

MES is the only construction agency, a government body responsible for construction and maintenance of infrastructure for Army, Air Force, Navy, Coast Guards and other Central/State government agencies. It carries out all construction related tasks like construction of residential and office buildings, hospitals, roads and runways, marine structure like docks and harbours across the country including border areas.

To carry out its mandate meticulously, MES engages various contractors and consultants for provision of both works and services. The contracts of works/supplies entered into between MES and contractors occasionally result in disputes which require to be resolved through Arbitration or Litigation.

Arbitration being the preferred dispute resolution mechanism under the General Conditions of Contract, large number of works contracts result in large number of Arbitration cases across the country. Monitoring and managing them all from the E-in-Cs Branch (Headquarters) situated in Delhi and staying updated with the status of all arbitrations is difficult when done manually and through offline means.

To solve this problem, MES has developed Mimamsa- MES Integrated Monitoring and Management system for Arbitration. Mimams is a first of its kind end-to-end arbitration digitization and case management software. Powered by Adraas- Realtime Environment for Dispute Resolution, Mimamsa enables Military Engineer Services (MES) officials, contractors and arbitrators to manage and monitor all their arbitration cases across India from a single portal.
